First announced on 12 Jan 2013, MAS introduced MSR capped at 30% of gross income for HDB loans taking from banks. MSR is applicable to purchases of resale and Build-To-Order (BTO) HDB flats. It then extended MSR on 9 Dec 2013 to Executive Condominiums (ECs) bought directly from developers. 新加坡金融管理局(MAS)于2013年1月12日首次宣布,购买政府组屋(HDB)银行贷款需受限于每月偿还贷款(与总收入)比率(MSR)30%的上限。 MSR适用于购买转售和预购组屋单位(BTO)。在2013年12月9日,MSR也扩展到直接从开发商处购买的执行共管公寓(EC)。

Note:-
[1] Max loan tenure for HDB loan is 25 years for up to 75% LTV (Loan-To-Value).对于高达75%的LTV(房贷与价值比率),组屋贷款的最长贷款期限为25年。
[2] Max loan tenure for bank loan is 30 years for EC for up to 75% LTV.EC银行贷款的最长贷款期限为30年,LTV最高为75%。

With effect from 30 September 2022, TDSR and MSR loan rate will increase from 3.5% to 4% for residential property and TDSR loan rate for non-residential property will increase from 4.5% to 5%. 自2022年9月30日起,总偿债率-TDSR和每月偿还贷款比率-MSR的贷款利率将从3.5%上调至4%,非住宅房产的TDSR贷款利率则将从4.5%上调至5%。
